About the Developer

Ocean Star Estates, LLC is the owner and developer of the property known as Ocean Star Estates. Rogue Investor, LLC is the manager and one of the owners of this company. Bryan Rundell and Michael Williams, the founders of Rogue Investor, met while working at Black & Veatch, a leading global engineering, consulting and construction company. Bryan and Michael share a common education: they both have bachelor degrees in Geology and Master’s degrees in Environmental Science. While working for Black & Veatch, Jacob’s Engineering Group and performing their own consulting, they helped government clients reclaim previously contaminated land and resell properties. Their responsibilities included managing multi-million dollar projects, maintaining budgets, overseeing contractors and personnel, and presenting the resulting peer reviewed reports at public meetings. Bryan and Michael worked in the engineering and environmental field for 17 years.

Michael assisted in construction oversight, budgets and project management of large residential developments in Riverside, California, Santa Clarita, California and Phoenix, Arizona. Specific project responsibilities included working as a financing liaison for Bank Midwest in dispersing loan money based upon project milestones of the development. This involved project oversight of construction progress as well as verification of contractor loan draw packages.

Bryan worked at a major military real estate reuse project (Chanute Air Base). Specific project responsibilities included environmental cleanup and restoration of commercial and residential facilities from public to private use. In the end, over $10 million of real estate was converted and sold to private investors. Bryan oversaw all facets of the project.

In 1990, Bryan and Michael personally began investing in real estate with a focus on government foreclosures. This interest allowed them to become experts in tax lien certificate and tax deed investing. In 1999, they founded Mind Like Water, Inc., and began publishing the book and real estate course known as the Rogue Real Estate Investor Collection. Rogue Investor, LLC was formed to help clients of Bryan and Michael with real estate transactions. Rogue Investor, LLC and Mind Like Water Inc. have over 10,000 clients and customers who have purchased real estate, investing products, or attended seminars and workshops.

The two markets that Rogue Investor is currently focusing on are southwestern France on the Mediterranean and the North Coast of the Dominican Republic. In France, Rogue Investor purchased five apartments in Banyuls sur Mer and a house in Cerbere that is being converted to nine condominium units.

After renovation, the apartment units are providing positive cash flow, and appreciation has exceeded 30% in only one year. The rise in value of the euro has also resulted in additional gains for American and Canadian investors.

In 2006, Bryan and Michael traveled all around the Dominican Republic to understand local real estate markets and the business community. Before purchasing any real estate, Rogue Investor formed a partnership with an existing developer who has 26 years of experience. This partnership allowed Rogue Investor to sell over 50 lots of a residential development known as Vistas de Magante. The experience helped the Rogue Investor team understand the entire process of a residential development in the Dominican Republic. It also allowed Rogue Investor to test the U.S., Canadian and European markets to see how well Dominican Republic property would sell. In the end, the demand for affordable, ocean-view properties exceeded the supply.
